Goldsboro, NC Master Plan

In 2007 Goldsboro suffered from a deterioration of public infrastructure, disinvestment in the commercial core and the surrounding neighborhoods, and the discontinuation of passenger rail. The plan recommended improvements to entry corridors, new housing, and major improvements to Center Street, Goldsboro’s main retail street. Since completion of the plan, and with the help of the master plan and many other City initiatives,the City won two TIGER grants totaling $15 million to assist with revitalizing Center Street and the area around Union Station. Approximately $6 million in private investment has been realized since the completion of the streetscape in 2015, with many additional projects in the planning stages including a $15-20 million residential/commercial complex in the southern portion of Center Street. Allison Platt & Associates also rewrote the existing downtown design guidelines and added several new sections.
